This ends when either
1) the gov’t decides they’ve had enough, and actually enforce the law (and yes, it is still a crime, just not a felony up to $1500. I would note that in my jurisdiction, misdemeanor theft cutoff is $1000; the key is not te emagic line between felony and misdemeanor, but the willingness to arrest and prosecute);
or
2)storekeepers have had enough, and start shooting thieves, and jurors start acquitting.

You get exactly the crime you’re willing to tolerate. SanFran has so far decided to tolerate this. Their choice.

In my jurisdiction, misdemeanor means a year of county time; for many, a felony would actually mean less time, and in the big house.. They’d rather be in the big house than county.
Thank goodness that the robbers don’t have to worry about being shot by regular citizens.
It would be fun to watch, though.
1) I want to legalize store employees shooting these people once the cross the threshold of the store, i.e., once they have their bag of loot out the door they can be shot in the back.
2) Barring that, see my post about duct taping these guys naked to light poles and telephone poles and leaving them.
