(A6) Does the GCA prohibit anyone from making a handgun, shotgun or rifle?
With certain exceptions a firearm may be made by a non-licensee provided it is not for sale and the maker is not prohibited from possessing firearms. However, a person is prohibited from assembling a non-sporting semi-automatic rifle or non-sporting shotgun from imported parts. In addition, the making of an NFA firearm requires a tax payment and approval by ATF. An application to make a machine gun will not be approved unless documentation is submitted showing that the firearm is being made for a Federal or State agency.

The law it would violate would be the Undetectable Firearms Act of 1988, which you can find at 922(p)

The Undetectable Firearms Act will “sunset” on 12/09/2013, if not renewed. Something to keep in mind when voting for Congresscritters next month.

I think what they are referring to as illegal is the unlicensed, untaxed production of a firearm in one’s own home, without an FFL, etc.
Which is, of course, fully legal, unless said firearm falls under the purview of the NFA/GCA, etc. Should it fall under the NFA/GCA and is not a machinegun, it must first be registered with the ATF by means of a Form 1 Application to Build a Firearm before the receiver can be machined. In fact, no serial number is required unless the firearm falls under the NFA/GCA.
There are hundreds, if not thousands of homebuilders who build everything from something as “simple” as an AR receiver, to restoring old imported parts kits into functional, legal semi auto pistols and rifles, to building a firearm from the ground, up. We act in full view of the law, and abide strictly to it.
Of course, I’m glossing over the obvious, that the anti’s have no idea what the law really is, and in lieu of that, they substitute what they think the law is or should be in their rose-colored world.
Don’t you go getting them all confused with your crazy “facts” and “reality”. They don’t have to believe in them if they don’t want to! 😀

I earned a doctorate in engineering doing research in 3D printing and addative manufacturing. Yes, it it very cool and all, and yes, it can do some amazing things. But… I didn’t get what the hubbub was all about when some people printed “guns” (receivers actually… but legally a firearm). Any person with a CNC mill, which is a lot of small business machine shops, can cut a receiver out of aluminum easily, and many more out of steel with the right bits.
With a small level of know how, you could… say… buy everything you need for a 1911, but the frame, in aftermarket parts from Midwayusa without an FFL (barrel, slide, trigger, springs, etc.) and cut your own frame out of billet 6062-T6. You could make your own “Glock” cutting a frame and using all Lone Wolf components. Don’t even ask how many AR-15 variants you can build in parts kits from various manufacturers.
None of that, of course, it illegal, as long as you don’t sell any more make too many.
The points I am trying to make are:
1) What this kid did what nifty, but wasn’t spectacular (from a technical aspect).
2) Really this proves that gun control will never really work as long as human beings have an ounce of innovation in them. Take away all of our guns and next you will have to take away end mills.
