If I read that correctly, this person purchased a firearm legally through an FFL. The police on a separate mater pawed through the FFL’s 4473s and saw this purchase and sent a demand letter.

Why no name the letter is addressed to? So the letter can’t be used as evidence in the deprivation of civil rights against the local po po?
Occam’s razor says the po po discovered the sale of multiple cases of said “illegal” firearm, saw that FFL sold them across this long period, and needed to print and stuff hundreds of letters.
Class action suit anyone? Some enterprising lawyer needs to see the bound book and send out the same number of postcards.
More than likely the shop was selling ny compliant firearms that ny later determined were not compliant, atf changed their mind, or the shop made an error. We had something very similar happen in CT with folding braces on CT legal others but it was a federal matter, the state asfaik never got involved.

Reading between the lines (maybe), during the two years span referred to, either the law changed or a legal interpretation changed and what was legal to purchase then became an “illegal” firearm. (ex post facto anyone). Nowhere in the letter is a specific firearm listed. Are they playing the “bring me a rock” game? In some restrictive jurisdictions, “illegal firearms” include what normal people would call accessories rather than a firearm requiring a 4473. Just my two cents.
From what I have read elsewhere, they sent this letter to anyone who bought a firearm from this FFL where where the Category was marked as “Other” aka stripped receivers.

They have had a horrible compliance with the NYSAFE act, something like 10% if that much. Another reason to avoid “Blue States”
