The thing about gubbermint buildings, other than that police station that got gutted by fire – and what’ll ya bet it was first sacked for all the goodies LE is known to carry (Pillage, then burn , Maxim number one) – is that the Mayor et al. will make sure the police and if necessary the NG will have their strongest defensive works around, at least, City Hall.
An undefended storefront is much safer than going up against barricaded troops.
