Generally agree. I cannot think of a rational non-violent reason for someone or someones to break into, then reach into, your vehicle.
YMMV depending on your jurisdiction.
The only one that comes to mind is if someone in the car is having a heart attack / on fire / otherwise obviously in distress. But I don’t think that was the case here.
