At fist look this looks contradictory:
She is “surprised” to see homeless people (she would be the first New Yorker to do so) but celebrates that she helped to kill tens of thousands of jobs do no make it in New York.
As a good Communist, you help homeless by giving them government alms so they are always on your debt. When people earn money, they may develop this independent streak and protest you sucking their earnings with taxes to subsidize the homeless.

In the 1960s, reportedly Lyndon Johnson expressed it in a typical LBJ style, on the occasion of his signing the Civil Rights Act: “We now have the n****r vote for the next 200 years”.
She’s not a good communist. Che and Mao and Fidel and Stalin are all good communist as in dead.
