I shook my head so hard, I got me a case of torticollis. I found out that it is from a paper called The Norwich Bulletin out of Connecticut and the agency is about 20 people in total. You usually associate this kind of idiocy with departments with a large number of White Shirts, but I guess stupidity can also run in boutique size.
