But they can’t conceal carry since it is a may issue state and by may issue I mean ‘no issue’.
I don’t recall off the top of my head where I read it, but ISTR reading that, at least in some more rural counties, “may issue” in California is interpreted by local LE as pretty close to “shall issue.”
