And about the sentence, it is not unusual in cases like this. Spain is lagging a century on how it deals with sexual predators. I have no idea on the rest of Europe, but I fear it may be similar.

This seems like a case where “hand him to the mothers for disposition” is a good answer.
As for other parts of Europe: I think lenient sentences are common throughout western Europe. From what I remember of Holland you can certainly find it there, with murder resulting in sentences of just a couple of years for example.
Some people just need killing.
