The picture of him holding a rifle looks like someone who has never held a gun in his life and doesn’t want to hold one now.
Given how he got his Navy assignment this is actually plausible.
Well, let’s give credit where due – Buttifudge would have held a position of honor in the early naval days – in the ‘queen’s navy that is – he would have been the “barrel boy” and would have relieved many seamen of their naughty-cal urges
