I’m left wondering why he wants to include an exemption for fishing? Won’t anyone think of the poor little fish?
In all seriousness, why does he think that fishermen might need a knife, and no one else does? What other exemptions does he think might be a “bloody good explanation,” besides the obvious(?) one of fishing? (yes, I’m being daft on purpose, in case it isn’t clear)
Can an electrician have a work knife? How about a chef? Those seem fairly logical to me, and work related too, not a hobby/recreational use like fishing.
I want to see the whole list of exemptions and bloody good explanations that this guy has in mind.
He’s also not understanding just how EASY it is for even the most inept person to make an edged blade on the fly. Even one out of flint, which is extremely common in the UK.

You’ll note as well that he’s a Tory. This guy represents the “right-wing” of political thought in today’s United Kingdom: he is willing to let some people have knives, maybe, if they ask permission from the crown. The GPS database is his conciliation to Labour who wants a universal ban.
Better than Labour. Their platform is “you can only own knives for legitimate purposes like work or stabbing Jews.”
