Just under $40 and we would still have plenty of black powder and fuse to make several more bombs. If anybody knows how to calculate how many, let me know in the comments to revise the cost.
So we have that pipe bombs have been regulated by the federal government for well over seven decades, yet we hear about pipe bombs being used almost everywhere. Basically the National Firearms Act is one law as useless as lactating glands on a space porcine when the people decide that they are going to ignore them. And the absurdity of expecting people to get a DD license to build a pipe bomb for sale is just proof that the intention of the law was never to “regulate” but rather to discourage.
And that is proof that all the gun laws need to be repealed.

That’s over a 300% markup. Not bad.
Plus 200 for the tax stamp and a 40 dollar pipe bomb is now 375 bucks. Makes perfect sense.
And 6 months for approval on a device that takes about 5 minutes to assemble.
As a guess, that pipe looks like it might hold half a pound of powder. Just eyeballing it, it looks approximately the same volume as my powder horn which holds just under half a pound total. Getting the powder is the hard part, though: 20 years ago I could buy real black powder withing just a few miles drive, but now with increasing regulation I now have to make an approximately 250 mile round trip to purchase it. Either that, or pay a $48 hazmat fee on top of a $20 shipping fee to have it shipped to my house. It’s cheaper to spend the $18 in gas.
I shoot flintlock rifles, so I can’t use the black powder substitutes. Not sensitive enough to be reliably ignited by sparks.
BTW, while I’ve never personally done anything like it, it seems to me that a fast burning pistol powder like Nitro 100, Bullseye, or Red Dot would make a much, much more powerful pipe bomb. Smokeless is much more powerful than BP. In fact the easiest way to turn a black powder gun into a bomb is to load it with smokeless powder. And you can get smokeless powder where ever reloading supplies are sold.
