At least Nurse Ratchet was a nurse. Kathleen Sibelius is a business major put on charge of HHS because she ran a state insurance management bureaucracy.
That’s a bit like “Dr.” Tedros of the WHO, who keeps being referred to as Dr even though he isn’t (not an M.D.). Instead, he has a Ph.D. in philosophy.
