I haven’t done the math but I’m told that Section 1 basically means that any AR-pattern pistol with a barrel of Seven inches or greater is now an SBR, despite the fact that ATF has sent approval letters to manufacturers for AR Pistols with barrels longer than that.
This is one of those things where there’s absolutely no way it can hold up in court so the entire intent is harassment and inciting fear.

I also want to point out the first sentence in the “NOTE” section at the top of the page can be reasonably translated as “and even if you meet the criteria, we’ll still classify your pistol as an SBR if we feel like it.”

While there are many issues, one thing that jumps out is, it’s impossible to determine ahead of time whether your product will meet these requirements.
A regulation that’s so vague shouldn’t be enforceable, period.

It reminds me of the six magic machine gun parts. If you owned any of the six and possessed an AR 15 style rifle your right was a machine gun. Owning those parts proved your intent.
