The glitch IMHO is that the man is tired and needs a small break. And I still like him better with a glitch.

That was no “audio glitch”. However, I can believe he didn’t intend to say it.
Here’s how I’m guessing it happened:
Script said, “… only if they can follow the guidelines…”
First pass through, he left out “can”, started to say “follow”, caught himself part-way through “follow” and back-tracked to “can”, but didn’t pause to separate the words.
Printed out, it looks like this: “… only if they fo– can follow the guidelines…”
Spoken aloud, it sounds a lot different. And yes, easily attributable to fatigue, stress, and pressure.
And I think I like the “glitch” version better, too. LOL! 😉
I like to imagine his retraction was completely tongue in cheek. “I’ve never said anything like that..”
