I could simplify that for you:
Do you own a gun -> something, something… anti-gun prosecutor/sheriff/police chief… indict a ham sandwich… government over reach -> go to jail.
This is meant to intimidate gun owners from making any transfers at all.
Simplified.
Are you a felon?
YES. No problem. Free pass.
NO. Go to jail. Go directly to jail. Do not pass GO.
