         1. Obviously, they’re there to arrest people for tax evasion.

      2. Warren v. District of Columbia, DC Court of Appeals decision that states “Police have no duty to provide police services (protection, etc.) to individuals. Police exist to “protect the comunity” and cannot be helt responsible for failing to protects specific persons.
