It is clear that Tlaib’s goal in Congress is to sever the relationship between the United States and Israel.

Israel is doing more for the people of her district than she is, and she is trying to stop them.
Democrats don’t want to solve the Flint water crisis. That would end both the graft and the ability to blame “racist Republicans” for the decisions of an all-Democrat city government.
That’s just a special case of the general rule of bureaucracy: agencies aren’t there to fix a problem, because then the agency might be closed down. Instead, their purpose is to make the problem seem worse and worse as an excuse to justify more and more spending and staff.
