I doubt that thing floats
Actually, I’m inclined to believe (based on my memory of what is defined as a sound suppressor according to the NFA), that might not need a stamp because it is not portable.
If I remember correctly, it is located on an artillery test range in Germany. Like most military facilities in Germany, it is crowded next to its civilian neighbors. The sound suppressor cuts down on the noise complaints during live fire testing.
