A lot of debate on that. Certainly when you’re talking about the energy from rifle rounds the hydrostatic force is strong enough to break bones, rupture arteries, and sever nerves.
Pistol rounds will put pressure on those structures, but considerably less violently so.
Even if it works the way it says (which is damn hard to test) a better corollary is “Temporary Cavitation Incapacitates Temporarily”.
Again the good adage I always like is “What’s worth shooting once is worth shooting twice”
Also remember that bodies (flesh) have elasticity which the orange obviously does not.
