I’m going to leap to a conclusion that you went to replace an outlet, or were doing some sort of home improvement and found this?

Saw this picture before. It’s worse than the bodge a friend of mine found when re-wiring some fluorescent lights in a shop, where the previous worker had chopped the tail off a power strip, wired the strip end into the building and the plug end into the old light, and plugged the plug back into the strip.
