Well, this is straight from the Broward County Sheriff’s Office training on active shooter response.

God, the BSO is a bunch of fuck ups. Sheriff Israel really earned his $187,000 salary this year, didn’t he.

Which means, every time you hear a gunshot, fail to act, and hear another gunshot, *you have just killed another victim.*
It would be interesting to read the source material, because those snippets are quite contradictory.
The first one seems to say “wait until you have four responders, then go in.
The second one seems to say “don’t delay”.
The final one says “…and prepare to respond”. It doesn’t say “respond”. The wording implies “get ready but don’t move yet, then respond when some other conditions have been satisfied”.
In other words, from those quotes it appears that the BSO people were acting according to their training.
That’s not how I interpreted it. I see it as, “If it’s just you, go in. If there are four of you, go in as a quad.”
