Your a little south of there normal breeding zone. I suspect they are just waiting for the next formation to go by so they can join up.
Probably just standard goose navigation. Every spring and fall I get to see V-formations of geese flying over. Sometimes they fly N or S as they are supposed to, but I’ve seen them fly in every direction imaginable, as well as in circles.
