I believe this is a Photoshop job; the lettering on the sign is too consistent and in-focus compared to the rest of the image.
I could also point out that this could be taken as a pro-Trump sign. We were promised those camps if Trump got elected, but the people making those promises worked for Hillary.
So where are the camps?
