Kinetic energy appears not to be a consideration to the designer. Here is a bit of video that shows how a vest behaves when it catches bullets:
A wee bit of impact, ain’t it? Drop by Robert Kaiser’s Blog where he takes the time to explain with more detail about Blunt Force Trauma on a body protected by a vest and being shot by a 9mm. The photo alone is a teachable moment for anybody with more than three working neurons. A couple of layers of Kevlar in a scarf? The bullet will go through and through plus take a trip inside the head.
Depending on the material, a vest may have as little as 12 layers to start stopping “low powered” handgun bullets. And that brings me to another important point: Unless the user insert ballistic plates made of very hard and very heavy materials, the vest is useless against rifle rounds.
Bet you dollars to donuts the “designer” is trying to get a five or six figure funding and then come back and say “Oops! It did not work. Sorry and thank you for your support.”

Considering it’s a chain link/”Palestinian” pattern headscarf, I’m all in favor of it selling like hotcakes to its intended audience.
The image I conjured up was of the scarf catching the bullet, but then being taken along for the ride. Sort of like a q-tip on steroids or a high velocity bore snake for your skull.

You don’t just add kevlar to whatever you want and call it “bullet-proof”.

After Suarez’s new class, I am treating everything as if it is real until proven otherwise.
I read a couple of books written in the 19th century that claimed that silk was bulletproof. (Lead balls propelled by black powder.) These books allege that in several known instances, people were shot with bullets that impacted on silk shirts, handkerchiefs, or neckerchiefs, which were driven deep into the body of the victim. But when you pulled the ends of the hankie that were sticking out of the hole, the bullet popped out from the outside (if you follow me) of the silk.
I suspect this may work the same way.
Testing these on ISIS members would be entertaining.
It might (and this is a very big might) help protect against cuts and scrapes from flying rocks and rubble caused by nearby explosions… But, then again, so would thick cotton. And I don’t think a kevlar and plastic headscarf would be very comfortable in Middle Eastern heat.
