Guy is fiddling with what I assume is a palm-activated laser which fails to light up. And when he’s unable to locate the red dot, he points the gun at his open palm with his finger on the trigger.

I wish I knew what the connection between those two guys is. Are they buddies ? Man I wouldn’t let anyone I know do stuff like that near me without shrieking in horror and improvising a 10 minute crash course on the 4 rules. I would also re-evaluate whether being in the vicinity of that guy when he has a gun in his hand is a wise choice.
Or maybe The Fool was acting as Good Samaritan trying to help the other guy: “Hey, I know guns; let me check your laser thingy” ?
