   1. The rest is the “omnibus” bill to fund general government operations through next fall, as I understand it. The crap shown above is probably from there.

      Brett Baier just pointed out that this bill is 5000 pages long and is being voted on within a day of being introduced. Federalist 62 (Madison) comes to mind:
      “It will be of little avail to the people that the laws are made by men of their own choice if the laws be so voluminous that they cannot be read, or so incoherent that they cannot be understood; … Law is defined to be a rule of action; but how can that be a rule, which is little known, and less fixed?”
