No “ifs”, no “buts”, doesn’t matter the discipline you are shooting, as a RSO/SO (Range Safety Officer/Safety Officer) you are responsible to make sure your stage is safe.
This could have gone much much worse.

Reckon that qualifies as an “Oh FUQ!” moment!
Just because it’s on low-res video doesn’t mean it actually happened. As an RO, I have a hard time believing that the person shown down range in this video would be oblivious to the gun fire, and the gun fire right at him from the right-side opening to boot.
Plus, “what’s going on?” being the response from the shooter just feels a bit unnatural.
The first step in hiding video editing is to reduce the resolution of the input down as low as you can to hide it. This may be true. But jumping on something with no corroborating information just because it feels like a valuable lesson doesn’t seem like the best idea.
So, how many matches/shooters have you run as Safety Officer?
