Only governments with some morals left or the capacity to be embarrassed, can be persuaded by pacifist means. If the Powers That Be do not give a shit how they look on TV or YouTube, there is little you will accomplish with your cell phone camera and your chanting.

Not so classic is that another police officer is trying to stop the cameraman from filming because it’s a “police action”.
In many European countries, where Constitutional rights do not exist in a meaningful way, reporting police activity is restricted. It might be something as basic as a prohibition on reporting the name of an arrested suspect (even once the trial starts). For example, in Holland the rule is that the first name and first letter of the last name can be published, but not the full last name.
Freedom of the press and freedom of speech, like other human rights, are subject to arbitrary limits by law of regulation, those limits not constrained by a Constitutional since European governments are, essentially, governments of unlimited power.
