HB 627 – Assault Weapons and Large-Capacity Magazines
Assault Weapons and Large-Capacity Magazines: Prohibits sale, transfers, or possession of assault weapon or large-capacity ammunition magazine; provides exceptions; requires certificates of possession for assault weapons or large-capacity ammunition magazines lawfully possessed before specified date; provides conditions for continued possession of such weapons or large-capacity ammunition magazines; requires certificates of transfer for transfers of assault weapons or large-capacity magazines; provides for relinquishment of assault weapons or large-capacity magazines; provides requirements for transportation of assault weapons; provides enhanced criminal penalties for certain offenses when committed with assault weapon or large-capacity magazine.

Did an initial reading and this is pretty much Feinstein’s AWB II and AWB III. If you remember, the definition of Assault Weapons to be prohibited include pistols that have full automatic versions so Berettas, Glocks and 1911 can and bet your ass will be considered Assault Weapon. And if that is not enough, they also say that any semi automatic pistol that can accept a magazine with more than 10 rounds, is also an assault weapon. Basically over a century of semi automatic sidearms will be banned in the State of Florida. Grandfathering? But of course, but you have to register your Evil Black Rifle and Evil Black Pistol with the State. I will examine this bill with more detail later.

HB 629 – Pub. Rec./Personal Identifying Information of Assault Weapon or Large-Capacity Magazine Possession Certificateholder.
Pub. Rec./Personal Identifying Information of Assault Weapon or Large-Capacity Magazine Possession Certificateholder: Provides exemption from public records requirements for personal identifying information of person issued certificate of possession with respect to an assault weapon or large-capacity ammunition magazine; provides for access to exempt information for specified purposes; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Since they are confident that we will get a Assault Weapon and Magazine Ban law passed, they are throwing a bone by promising us they will respect the privacy of those who have one of those infernal items when grandfathered and forced to register with the State.  Of course, they reserve the right to cancel the bone and reveal to the world who owns what when it comes to lawsuits and confiscation.

HB 631 – Sale, Transfer, or Storage of Firearms.
Sale, Transfer, or Storage of Firearms: Revises requirements for storage of firearms; provides criminal penalties if minor access stored firearm & uses it in specified ways; revises definition of “minor”; requires seller or transferor of firearm to provide specified information; provides immunity for certain providers of information; revises standard for adults & minors to be criminally negligent in storage of firearms in certain circumstances.

Two interesting things: It forces firearm dealers to basically give a firearm storage class every time they sell a gun to somebody including brochures and have to do it at cost. It raises the definition of minor from 16 to 18 for safety purposes and penalizes a minor who does not secure a weapon from another minor and it is used to shoot somebody, no exception if the shooting is a defensive one. If you are an adult who left the gun unsecured and was  used by a minor in self defense, you will not be penalized.
