Counting coup was a test of bravery where a Lakota warrior would try and touch an enemy before killing him.
By counting coup with the cop, this Native American is telling the cop that he is the cop’s enemy and he will kill him.
The proper, culturally aware, response is to draw and fire into the Native American before the Native American can finish his ritual and kill the cop.

Sorry, the comment is wrong. “Counting coup” was touching your enemy in battle without harming him. It was done to demonstrate skill and courage, and earned honor.
Note that the video does not show a fight, so this is not really counting coup. Dancing and feather fans were not involved, either.
