The appropriate response is to require them to perform with all the equipment. If they do, just escort them out of town. If they can’t juggle axes, well, that’s it’s own punishment.
I mean, I doubt it, but then again we’ve seen some rather crazy claims from police departments before so it’s not entirely out there.
